美國總統歐巴馬已於11日向國會提交一份決議案草案，尋求國會正式授權對中東聖戰恐怖組織「伊斯蘭國」（IS）動武。鑒於美國國會議員對於派遣地面部隊有支持也有反對，草案折衷地不尋求動用美軍武裝部隊參與「持久的攻擊性地面戰鬥行動」。
共計3頁的決議案草案，一開始就明言是尋求國會授權「有限度動用美軍武裝部隊」，尋求授權動武期限為3年，但未限制動武的地點。而總統獲得國會授權後，至少必須每隔6個月就特定的軍事行動向國會提交報告。
在草案提出前，美國當局已就總統發動戰爭的權力，以及美國投入中東地區另一場後果難料的戰事，持續辯論了1個月。
草案指出，IS對美國與盟邦的國家安全「構成極嚴重的威脅」。據《紐約時報》表示，美國國會普遍仍對歐巴馬的動武計畫抱持質疑。
美國自去年8月起就領導多國聯軍，對IS在伊拉克與敘利亞的據點發動空襲，迄今已過了6個月，但歐巴馬始終未就此尋求國會正式授權。
